Kelly is the most dangerous single-target assassin in Last Fortress, targeting the lowest-AGI enemy (typically the opposing team’s backrow carries) and delivering devastating burst damage with a 50-100% chance for a second action each round via Spine Whip UW. Her Cat Soul exclusive gear progressively shreds target DMG Mitigation by 7% per action (stacking 3 times), then applies Coma for 1 round when the cap is reached. With Hunting adding +16% DMG to the target for the entire round and Zealous granting +2% DMG Bonus to all allies, Kelly is both an elite carry and a passive team damage amplifier.

Cat Soul is non-negotiable best-in-slot — the DMG Mitigation shred and Coma mechanic define Kelly’s identity as a single-target assassin. Resolute is mandatory for survivability. Reaper is the strongest offensive alternative, directly synergising with Kelly’s tendency to fight already-wounded targets. Pair Cat Soul + Resolute as the standard setup.
Exclusive set. 2-piece reduces target DMG Mitigation by 7% per action (stacks 3); at cap, clears and applies Coma for 1 round. 4-piece grants +15% Focus skill DMG per Focus skill cast (stacks 4, max +60%). Both effects compound Kelly’s already massive single-target output.

AGI on the helmet is unusually important for Kelly — it directly affects whether she becomes the target of an opposing Kelly’s Hunting. Do not roll INT or TAC ATK substats.
DMG Bonus, STR, Crit Rate
DMG Bonus is a universal multiplier. STR scales WPN ATK for all of Kelly’s damage skills. Crit Rate amplifies her frequent attacks from Spine Whip double-action.
HP%, AGI, VIT
Survivability stats. HP% is the most efficient. AGI is critical for Kelly — higher AGI makes her less likely to be the lowest-AGI target of an opposing Kelly.
DEF, VIT, DMG Mitigation
Pure defense. Kelly’s 299 VIT makes her extremely fragile; every point of DEF extends her survival window for additional Spine Whip double-actions.
DMG Bonus, STR, Skill Effect Enhancement
DMG Bonus multiplies everything. STR scales damage. Skill Effect Enhancement boosts Sweet and Mysterious multipliers.

Roland provides Watchers faction buffs and front-line tanking. Laurel handles AOE back-row damage to soften targets below Galande’s 50% HP threshold. Budget-friendly early game lineup using commonly available heroes. Kelly and Rebecca provide dual single-target damage, Kin Ogawa adds a third sniper. Lunn tanks with Castle + Tough Wall for front-line durability. Suzuki Ren heals and provides Hurricane DMG bonus. No faction bonus (mixed factions) but all heroes are obtainable without spending, making this the best F2P starter lineup.

Staunch Will shields all allies every skill cast, feeding Victoria’s Energy Detection and Combat Master stacks. Chimera Anchor UW deals chip damage per shield event. Guardian INT scales shield size with rounds elapsed.
Independent assassin. Targets lowest-AGI enemy regardless of what Victoria does. Spine Whip double-action. Cat Soul shreds target DMG Mitigation. Serpent Whip (Elite) grants +15% DMG to all male heroes (Bolton, Harman, Heytex).
AOE carry. Marks 3 random enemies. Pinpoint Aim makes marked targets take +8% more damage, amplifying both Kelly’s and Victoria’s hits on marked targets. Blaze Shark procs from Minutemen synergy.
Shield-scaling carry. Energy Detection copies shields from Bolton, Harman, and Alpha Bless. Lightsword adds 250% of shield as burst damage. Thunder Blade UW gives +200 Focus, +15% DMG in back row.
Kelly and Victoria as dual carries in a shield-stack lineup. Bolton’s AC Shield and Harman’s Staunch Will feed Victoria’s Energy Detection for Lightsword burst, while Kelly independently assassinates the lowest-AGI enemy. Heytex provides AOE pressure and Pinpoint Aim’s +8% damage taken on marked targets benefits both carries. Three Minutemen (Bolton, Harman, Heytex) give +10% faction bonus while Kelly and Victoria bring raw Watchers power.
Synergies
Kelly targets the lowest-AGI enemy; Galande targets the lowest-HP enemy. Different targeting ensures they attack separate priority targets simultaneously, preventing the enemy from protecting both. Both are Watchers, contributing to faction bonuses.
Kelly and Victoria cover different carry roles — Kelly assassinates the most dangerous backrow hero via AGI targeting while Victoria delivers shield-scaled burst to a separate target. Cat Soul’s DMG Mitigation shred on Kelly’s target stacks with Victoria’s Melt Armor on hers, creating two simultaneous kill threats.
Heytex’s Pinpoint Aim makes marked targets take +8% more damage. If Kelly’s lowest-AGI target happens to be marked, her already massive hits deal 8% more. Heytex’s AOE clears the field while Kelly executes priority targets.
Roland’s Scarlet Authority UW makes the entire lineup deal +10% more DMG and receive +10% more healing/shield. Duke exclusive gear adds +4% DMG to all Watchers. Both buffs directly amplify Kelly’s single-target output.
Penny’s Pinky Silhouette UW makes drone-hit enemies take +20% more damage for 2 rounds. If Penny’s drones hit Kelly’s target, Kelly’s Spine Whip double-action deals +20% more damage on both hits, dramatically increasing kill probability.
Interactions with other heroes’ ultimate weapons.
Scarlet Authority makes the lineup deal +10% more DMG. Watchers additionally get +50% skill effects, boosting Kelly’s Sweet and Mysterious multipliers. The +10% healing/shield received also keeps Kelly alive longer through Penny’s drones and Harman’s shields.
While Link of Life is active, all allies gain +15% crit rate and +30% crit damage. Kelly attacks twice per round via Spine Whip — more attacks mean more crits. The combined crit bonus turns her high volume of hits into consistent critical strikes.
Drone-hit enemies take +20% more damage for 2 rounds. Combined with Cat Soul’s 21% DMG Mitigation shred and Hunting’s +16% DMG to the target, Kelly’s effective damage multiplier against a drone-debuffed target is enormous.

- High-AGI tanks in backrow (Hard Counter) — Opponents can place a high-AGI expendable hero in the backrow to bait Kelly’s Hunting. Since Hunting always targets the lowest-AGI enemy, manipulating AGI stats can redirect Kelly’s attacks to a tank or expendable hero, wasting her turns.
- Buri (Soft Counter) — Buri’s Link of Life distributes 50% of incoming damage across all heroes. Kelly’s single- target burst is diluted across the entire enemy team, preventing her from killing the target before damage distribution heals it back through sustained Link mitigation.
- Ada (Soft Counter) — Ada’s Reviving heals the entire enemy team passively every round. Targets that Kelly softens can be healed above kill threshold before her next Spine Whip turn, neutralising her sustained pressure.
- Low-AGI backrow carries (Hard Counter) — Heroes like Heytex (AGI 594), Rebecca (AGI 594), and other backrow carries with mediocre AGI are Kelly’s primary targets. She automatically hunts them via Hunting’s lowest-AGI targeting and can kill them in 1-2 rounds with Spine Whip double-action.
- Fragile lineups without shields (Soft Counter) — Without shields to absorb Kelly’s hits, fragile heroes die to her Spine Whip double-action in a single round. Cat Soul’s DMG Mitigation shred compounds across rounds, making even moderately durable targets vulnerable by round 2-3.
- Healerless lineups (Soft Counter) — Kelly’s sustained pressure via double-action and Cat Soul shred grinds targets down over multiple rounds. Without healing, her accumulated damage is permanent and the target inevitably dies.
Rating
S Tier. Kelly is an S-tier hero available from Season 0 and remains relevant through the entire game. Spine Whip UW’s guaranteed second action (100% if no second action for 2 rounds) gives her the highest sustained single-target DPS of any hero in the game. Hunting’s lowest-AGI targeting means she consistently kills the enemy’s most valuable backrow carries. Cat Soul’s DMG Mitigation shred stacks multiplicatively with other damage amplifiers. She is the longest-lasting S-tier carry in the game, viable from day one through late Dimensions.

Trivia
- Because Kelly automatically attacks the enemy with the lowest AGI even with normal attacks, and the enemy with the lowest AGI is most often a rear-line hero, Kelly is a strong hunter of offensive-type heroes rather than defensive-type heroes, allowing her to quickly clear out rear-line threats.
- She can ascend more easily than other S-grade heroes due to having higher recruitment odds. This makes her one of the most valuable heroes to ascend for quickly building a strong offensive line.
